I need some locale ideas for a destination wedding!?

I'm looking for a destination that is NOT in the US, Hawaii, or the Caribbean. I want something that is more cultural, and he wants a good beach and some adventure, so we want our destination to include both. We're planning on bringing only immediate family members and maybe 1 good friend each, which will total about 14-16 people. We want to avoid very expensive locations - moderate to cheap is good - and get away from topless beaches because our families are pretty religious and would never forgive us! So there needs to be some truly family friendly beaches there. I tend to prefer somewhere in Asia or Europe. If you have any ideas or a great personal experience, please share and give plenty of details such as the paperwork involved, the activities you did or knew of other people doing there, and the atmosphere - laid back or enthusiastic? Also, some cheap places are far away and require expensive airfare - how did you cope with the costs? Thanks for your help!
Greece and Japan are top ones for me. I lived in Japan for a little while, so it's my favorite place in the world!
